Appears most have gone into hibernation given daylight savings time and cooler weather. Don't let those two minor issues ruin your workout routines. May require some adaptation or indoor training too (treadmills, indoor cycles, trainers, spinning, etc.). Stay with it! Perseverance and layered clothing helps too. Night riding is also an option but you need a light. Places to ride at night are Forest Park, Lost Valley Trail and possibly others. See www.gorctrails.com for Tuesday might ride details at Lost Valley. I have also been using the Chesterfield Parkway Loop sidewalks as they were widened to accommodate bicycle riding and it keeps you off the roads. Can ride road bikes on these sidewalks but typically more suitable for commuter, hybrid or mountain bikes. I bought a Nite Rider TrailRat at Ghisallo in Chesterfield (~$125 + tax). Good entry level model and fairly portable from bike to bike and gives you about 2.5 hours ride time. For other night light options, articles, etc., I have listed a few other websites below:
